 "*Section 1. LEGISLATIVE FINDINGS. The legislature finds                                         
that the Tourism Industry is facing an economic challenge due to the                                
recent terrorist attacks on September 11, 2001. To mitigate the effects                             
of September 11, the legislature should provide this supplemental                                   
appropriation, the amount appropriated in FY02. In the meantime, the                                
legislature shall look for additional funds to help the industry that do                            
not increase the broadening budget gap. Depending on available                                      
funding in FY03, this forward funding supplemental may or may not                                   
take the place of FY03 Tourism Marketing appropriations.
